Singapore InvoiceNow in one sentence
InvoiceNow is Singapore's nationwide e-invoicing network, built on Peppol and governed by IMDA as the country's Peppol Authority, and it is being extended so that invoice data is also transmitted to IRAS for GST purposes. When is InvoiceNow mandatory for GST?
It already is, for some businesses. IRAS's GST InvoiceNow Requirement began as a voluntary soft launch on 1 May 2025, became a requirement for newly incorporated companies registering for GST voluntarily on 1 November 2025, and reaches every GST-registered business by April 2031.

The phrase to retire is "voluntary". It described Singapore accurately until 1 November 2025 and has been wrong since. Singapore is a Peppol country
Singapore was an early Asia-Pacific adopter of Peppol. Its national programme, InvoiceNow, is built directly on the framework:
- IMDA — the Infocomm Media Development Authority — is Singapore's Peppol Authority.
- Invoices are exchanged as Peppol documents through access points over the four-corner network.
- IMDA accredits access-point and solution providers and sets the technical bar to connect.
So "InvoiceNow" is essentially how Singapore operates Peppol nationally — a branded, governed network on top of the international standard.
The IRAS GST rollout
The significant recent development is the extension of InvoiceNow to tax reporting. Under the IRAS rollout, GST-registered businesses are being brought onto InvoiceNow in phases, with invoice data transmitted to IRAS in addition to the normal buyer↔supplier exchange:
- 1 May 2025 — voluntary soft launch, open to any GST-registered business that wanted to start early.
- 1 November 2025 — required for newly incorporated companies that register for GST voluntarily.
- 1 April 2026 — required for all new voluntary GST registrants.
- April 2028 to April 2031 — extended progressively until it covers every GST-registered business.
This adds a reporting leg to the tax authority on top of the direct exchange — conceptually a continuous-transaction-control layer, comparable in spirit to models emerging in Oman and elsewhere, though Singapore keeps the Peppol network at its core. InvoiceNow vs Peppol BIS
Two terms that get conflated:
- InvoiceNow — the Singapore programme and network (including the IRAS GST layer).
- Peppol BIS Billing 3.0 / PINT — the invoice content standard it uses.
